Make meta repo tagging bash command (#384)

Make tag bash command to help:
- fixup .gitignore to allow .lock files
- make sure to generate locks, and do so with minimal php version supported
- check for dev packages
- check if tag is in right format
- Does not push tag, but instruct you on checking it and how to push + further steps possible
